This bill establishes the Emergency Medical Services Funding Task Force, which will be created by the Executive Board of the Legislative Research Council to study how emergency medical services (EMS), considered an essential service, are funded. The task force will investigate ways to finance counties and municipalities for providing EMS, examine policies for ambulance service payments including out-of-network reimbursement, and gather input from those involved in EMS. By November 1, 2026, the task force must submit a report with findings and recommendations for new legislation on EMS funding, and also review the Rural Health Transformation program's spending to see how those funds could be used for EMS. The task force will meet a maximum of five times during the 2026 interim and will cease to exist after delivering its report. The task force will be comprised of the chairs of the House and Senate health and human services committees, the chairs of the House and Senate taxation committees, four members of the House of Representatives (including one from the minority party), and three members of the Senate (including one from the minority party), all appointed by the Executive Board of the Legislative Research Council, with provisions for appointing replacements if a committee chair cannot serve.
