This bill establishes the Oklahoma State Data Center, which will be overseen by the Legislative Service Bureau, a non-partisan agency that provides research and analysis to the Oklahoma Legislature. The Data Center's primary role is to conduct applied population research for the state, serve as the official liaison with the United States Census Bureau, and manage all special censuses for Oklahoma. Its responsibilities include preparing and interpreting population statistics, estimates, and projections, assisting other state agencies with demographic information, and producing an annual report on the state's population trends for the Governor and Legislature. The Data Center will also provide technical assistance to the Legislature for reapportionment and redistricting, maintain a central clearinghouse for Geographic Information System (GIS) data, oversee the 2030 Census Complete Count Committee, and facilitate the state's participation in various Census Bureau programs related to address updates, boundary alignment, and school district reviews. Additionally, it will coordinate with local and tribal stakeholders on statistical boundary reviews and establish a network to share Census Bureau data and resources. This act will take effect on November 1, 2026.
