This bill establishes the Oklahoma State Data Center, which will be under the administrative direction of the Legislative Service Bureau, the state's legislative research agency. The Data Center will serve as the main hub for population research in Oklahoma, acting as the official liaison with the United States Census Bureau and conducting any special censuses for the state. Its responsibilities include maintaining and interpreting population statistics, estimates, and projections, assisting other state agencies with demographic information, and preparing an annual report on population trends for the Governor and Legislature. The Data Center will also provide technical assistance to the Legislature for reapportionment and redistricting, help maintain a central clearinghouse for Geographic Information System (GIS) data, oversee the 2030 Census Complete Count Committee, and facilitate the state's participation in various Census Bureau programs related to address updates, boundary alignment, and school district reviews. Additionally, it will coordinate with local and tribal stakeholders on statistical boundaries and establish a network to share Census Bureau data and resources. This act will take effect on November 1, 2026.
