This bill allows the Public Service Commission (PSC), which is the state agency that regulates utility companies, to approve faster ways for electric utilities to recover the costs of building and upgrading transmission lines, specifically for "advanced transmission technology." Advanced transmission technology is defined broadly to include any technology that makes electric transmission infrastructure better, such as new types of wires that carry more power, systems that adjust line capacity based on real-time conditions, devices that control electricity flow, and methods to reroute power around congested areas, all aimed at reducing congestion and improving the capacity, efficiency, reliability, resilience, or safety of the electric grid. The bill clarifies that the PSC can authorize this accelerated cost recovery for these advanced projects if they are technically feasible and economically reasonable and prudent, and when approving such recovery, the PSC must consider how these investments affect any existing agreements utilities have for equalizing investments.
