This bill establishes a new special license plate program for law enforcement charity organizations in Arizona. To implement this program, a person must pay $32,000 to the Department of Transportation by December 31, 2026, for implementation costs, and this individual will also design the plates, subject to departmental approval. Of the $25 fee for these special plates, $8 will be an administration fee deposited into the state highway fund, and $17 will be an annual donation. The collected donations will go into a dedicated "law enforcement charity organization special plate fund," from which the initial $32,000 implementation cost will be reimbursed, and up to ten percent can be used for administrative costs of the fund. The remaining monies in the fund will be allocated annually to a qualified 501(c)(3) organization that supports law enforcement officers in cities with over one million residents, provides assistance and scholarships to law enforcement members, and fosters community support. The bill also makes conforming changes to existing statutes regarding license plate design and the definition and use of highway user revenues, ensuring that special plate administration fees are excluded from certain highway revenue distributions and that these fees are directed to the state highway fund.
