This bill amends existing Oklahoma law concerning the Oklahoma Turnpike Authority, which is the state agency responsible for building and maintaining turnpikes (toll roads). The key provision is that the Authority will be prohibited from charging tolls on a turnpike project if it has had an average daily traffic volume of less than 25,000 vehicles for the five years before the bill becomes law, or if it has had less than that average over any five consecutive years. However, if a turnpike project that was previously exempt from tolls due to low traffic volume later reaches an average of 25,000 vehicles per day over five consecutive years, the Authority can then reinstate tolls on that project. The bill also specifies an effective date of November 1, 2026.
