This bill modifies the procedure for requesting audits of political subdivisions, which are local government entities like counties or cities. Currently, in counties without an elected auditor, the state auditor automatically audits county officers' accounts at least once during their term. This bill expands the state auditor's authority to audit any political subdivision, including those with their own auditors, if requested by a petition. The petition must be submitted by a resident or property owner within the subdivision and signed by a specific percentage of qualified voters, which varies based on the subdivision's total number of voters. The bill clarifies that the term "filing" a petition is replaced with "requesting" it from the state auditor, and it specifies that the petition must be submitted within one year of requesting it. Importantly, the political subdivision being audited will be responsible for paying the actual cost of the audit, and the petition must state the estimated cost, which the state auditor will provide within sixty days. A new "Petition Audit Revolving Trust Fund" is created to manage these audit payments, with funds deposited into the state treasury and used by the state auditor for audit costs. The bill also introduces a process for individuals to withdraw their signatures from a petition within ten days of its submission to the state auditor. Finally, it limits political subdivisions to being audited by petition no more than once every three years.
