This concurrent resolution, titled the "One Fair Wage Act," proposes to increase the minimum wage in Arizona to $18 per hour starting January 1, 2027, and subsequently adjust it annually based on the cost of living, as measured by the U.S. city average consumer price index published by the U.S. Department of Labor, with any negative cost-of-living changes resulting in no wage increase for that year. Importantly, beginning January 1, 2030, employers will be required to pay the full minimum wage regardless of whether an employee customarily receives tips, eliminating the previous provision allowing employers to pay a lower wage to tipped employees. The resolution also includes standard clauses to ensure it does not conflict with federal law and that its provisions are severable, meaning if one part is found invalid, the rest will remain in effect. This measure is to be submitted to the voters for approval.
