This bill requires the Secretary of Defense, through the Office of Small Business Programs, to conduct a study on contracts awarded by the Department of Defense that are valued at or below the "simplified acquisition threshold," which is a specific monetary limit for certain types of government purchases. The purpose of this study is to ensure that the Department is fully considering and applying rules designed to give preference to "small business concerns," which are businesses that meet certain size standards defined in the Small Business Act. Within 180 days of the bill becoming law, the Secretary must report the findings of this study to relevant congressional committees. This report will detail the total value of contracts awarded below the simplified acquisition threshold over the previous five years, including the portion awarded to small businesses, and will also describe the types of contracts not awarded to small businesses, the reasons why contracts might not be set aside for small businesses, and any patterns indicating that contracts should have been reserved for small businesses. Finally, the report will include recommendations for improving policies and regulations to better ensure that contracts are appropriately set aside for small businesses.
