This bill establishes Oklahoma's participation in the federal Summer Electronic Benefit Transfer for Children (Summer EBT) program, which provides food assistance to eligible children when school is not in session, starting with the 2027 program year. The Department of Human Services will manage the program, submitting necessary applications to the federal government and collaborating with the State Department of Education to determine eligibility and ensure efficient administration, including sharing data while adhering to privacy laws. Benefits under Summer EBT will generally follow the same food restrictions as the Supplemental Nutrition Assistance Program (SNAP), and the state will seek federal approval to align these restrictions with state policy. The program's implementation is contingent on legislative appropriations, and participation may cease if federal funding decreases significantly unless the Legislature authorizes continued involvement. The Department of Human Services will implement measures to prevent and recover improper payments. Additionally, a dedicated "Summer Electronic Benefit Transfer Program Revolving Fund" will be created within the State Treasury to cover administrative costs, funded by various sources including federal, state, tribal, and private contributions. This act will take effect on November 1, 2026.
