This bill repeals an existing law and enacts a new one to establish specific procedures for conducting strip searches and pat searches of prisoners in Arizona. A strip search, which involves a prisoner removing their clothing, can only be performed by a correctional officer of the same gender as the prisoner in a designated room, unless an immediate need arises, in which case a private area can be used; during a strip search, officers are generally prohibited from touching the prisoner, except when inspecting their hair. A pat search, defined as a frisk of a clothed prisoner, must also be conducted by an officer of the same gender, but in emergency situations, an officer of the opposite gender may perform the search if it is documented in the correctional service log with specific details like the officers' names and badge numbers, the prisoner's information, and the reason for the cross-gender search, and if possible, another officer is present as a witness.
