This bill prohibits the Oklahoma Juvenile Authority, county juvenile detention centers, and the Oklahoma Department of Human Services from hiring temporary staff members from certain agencies that provide workers on a short-term or contract basis, aiming to ensure that vulnerable individuals, defined as those under eighteen or with an intellectual disability, are cared for by directly employed staff rather than those from "temporary agencies" or "contracting organizations" which are defined as entities that supply employees temporarily or under contract. The bill also specifies that facilities like post-adjudication treatment centers, residential care facilities, Intermediate Care Facilities for individuals with intellectual disabilities (ICF-IID), and Daily Living Supports (DLS) homes operated by or contracted with these state entities cannot use such temporary staffing, and this prohibition extends to adult companion homes certified by the Department of Human Services, with the act set to become effective on November 1, 2026.
