This bill amends Idaho Code Section 59-1302 to revise the definition of who is not considered an "employee" for the purposes of the Public Employee Retirement System of Idaho (PERSI). Specifically, it removes language that excluded individuals working for irrigation districts, cemetery districts, soil and water conservation districts, or mosquito abatement districts for eight consecutive months or less in a calendar year, provided these positions are certified as seasonal or casual and affected by weather, and replaces it with language that includes "drainage entities" in this exclusion. The bill also makes technical corrections and declares an emergency, making its provisions effective on July 1, 2026.
