Furthermore, the Arizona Department of Agriculture and the University's college will jointly submit a report by January 1, 2028, to state leadership detailing the project's progress and outcomes, and this appropriation is exempt from lapsing, meaning any unspent funds will remain available beyond the fiscal year.
