This resolution, titled "The Arizona Tuition Fairness and Legal Status Act," establishes new requirements for individuals to be classified as in-state students for tuition purposes at Arizona universities and community colleges, effective July 1, 2027. To qualify, an individual must have completed at least two years of schooling in Arizona (grades one through twelve) by attending a public school, private school, or homeschool, or by participating in an Arizona empowerment scholarship account, and must have either graduated from an Arizona high school or obtained an Arizona high school equivalency diploma. Additionally, the individual must be a U.S. citizen or legal resident, or have lawful immigration status. The resolution also repeals existing statutes related to in-state student status on June 30, 2027, and includes a severability clause to ensure that if any part of the act is found invalid, the rest remains in effect.
