If federal funds are unavailable or not used, agencies can still provide this assistance, but it generally cannot exceed what would have been provided with federal funds. The bill increases the maximum direct financial assistance an agency can provide for reestablishing a displaced farm, nonprofit organization, or business to $75,000, with specific criteria established by agency rules. It also introduces an annual inflation adjustment to this limit, starting in 2027, managed by the Department of Transportation. Additionally, the bill allows displaced business or farm owners to receive a fixed payment between $1,000 and $75,000 in lieu of other payments, provided they meet certain criteria and their primary business isn't just renting property.
