This bill establishes a new Rural and Small Hospital Grant Program within the Oklahoma State Department of Health to provide financial assistance to rural or small hospitals for infrastructure, equipment, or technology needs, which can help them open or remain operational; applicants for these grants must contribute at least twenty percent (20%) of the project cost, which can include in-kind donations, and the Department is authorized to create rules for the program. Additionally, the bill creates a dedicated Rural and Small Hospital Grant Revolving Fund in the State Treasury for the Oklahoma State Department of Health, which will be a continuous fund not limited by fiscal year and will consist of all monies legally deposited into it, with all funds in this revolving fund being automatically appropriated and available for budgeting and spending by the Department specifically for the grant program, and expenditures will be processed through warrants issued by the State Treasurer. This act is set to become effective on November 1, 2026.
