This bill, titled the "Foreign Country Agent Political Activity Oversight Act," requires individuals or entities representing the interests of a foreign country, government, political party, or a business significantly owned by a foreign entity (defined as a "foreign country agent") to register with the Secretary of State. This registration involves disclosing their identity, the entity they represent, and the duration of their lobbying activities in the state, along with paying a filing fee. Foreign country agents must file within 15 days of becoming an agent and report any significant changes or termination of their representation within 10 business days. The Secretary of State will maintain a public list of these agents and provide semiannual reports on their lobbying activities to the Attorney General and the Legislature, and will also create necessary rules for implementation. Exceptions to this requirement include diplomatic officials, attorneys involved in purely commercial or legal proceedings, news services, religious or charitable organizations, and individuals engaged in private, non-political trade activities. Violations of this act, including willful misrepresentation or omission of information, are considered misdemeanors punishable by fines, jail time, or both. The act will take effect on November 1, 2026.
