This bill establishes a State Flag Task Force to recommend a new design for Vermont's State Flag, acknowledging that the current flag's design, based on a description from 1923 and a Coat of Arms from 1862, has evolved over time and may no longer fully represent the state's current identity. The task force will be comprised of representatives from various state agencies and cultural organizations, including the Secretary of State, State Archivist, State Curator, Commissioner of Buildings and General Services, State Historic Preservation Officer, Executive Director of Racial Equity, Chair of the Vermont Commission on Native American Affairs, Executive Director of the Vermont Historical Society, Executive Director of the Vermont Arts Council, and Executive Director of Vermont Humanities. This task force will solicit public proposals for a new flag design and will receive administrative, technical, and legal assistance from the Office of the Secretary of State. The task force is required to submit a preliminary report by March 31, 2027, and a final report with recommendations, including whether to put the new design to a voter referendum in November 2028, by December 1, 2027. The task force will hold its first meeting by September 15, 2026, select a chair, and will cease to exist on December 31, 2027; members who are not otherwise compensated will be eligible for compensation and expense reimbursement for up to eight meetings. The bill will take effect on July 1, 2026.
