This bill establishes the "District Attorney Locality Incentive Program" to provide financial incentives to full-time prosecutors, referred to as "eligible employees," who serve in designated high-need areas, which are defined by factors like population, remoteness, and staff turnover. The program, administered by a committee in coordination with the District Attorneys Council, allows for incentive payments up to $50,000 per eligible employee over an initial five-year period, with potential additional payments of $10,000 for every two years of continued service thereafter, all subject to funding availability and without creating a guaranteed right to receive these payments. Crucially, if an employee leaves a designated high-need locality before fulfilling their required "service obligation" (the period of continuous service tied to the incentive payment), they must repay the incentive amount received, either in full or on a pro-rata basis if only a portion of the service obligation was met. The bill also creates a dedicated "District Attorney Locality Incentive Program Revolving Fund" to manage these incentive payments and sets an effective date of November 1, 2026.
