This bill amends existing Oklahoma law to allow the Department of Human Services (DHS) to sublease certain real property related to the Greer Center Facility, which is a facility located on the grounds of the Northern Oklahoma Resource Center of Enid. Specifically, it permits DHS to sublease this property to a nonprofit organization that is exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code, for the purpose of building and operating a facility for at-risk youth. If this youth facility is still operating when the property title transfers from the Oklahoma Capitol Improvement Authority to DHS, DHS must offer the nonprofit organization the right of first refusal to purchase the property. The bill also updates some statutory language and declares an emergency, meaning it will take effect immediately upon passage and approval.
