AI Summary
This bill requires individuals operating commercial motor vehicles to carry specific identification, including a valid commercial driver's license or learner's permit from a U.S. state, territory, or possession, or a valid non-domiciled commercial driver's license or learner's permit with proof of lawful immigration status or an employment authorization document, or a commercial driver's license from Canada or Mexico with a valid visa and proof of citizenship. It also mandates that drivers demonstrate English proficiency for communication, understanding signs, responding to inquiries, and completing records, and references federal enforcement standards for this requirement. Violations of these identification and language provisions are classified as misdemeanors, punishable by fines and/or imprisonment, and the vehicle may be towed incident to an arrest, with the driver being ineligible for release on personal recognizance. Furthermore, the bill introduces administrative fines for commercial motor carriers based on the number of driver violations, with escalating penalties for repeat offenses, and establishes a hearing process for these fines. It also makes a technical change regarding the towing of vehicles when a person is placed under custodial arrest.
