This bill, effective July 1, 2026, amends existing Oklahoma law concerning eligibility for resident tuition at state higher education institutions. Specifically, it removes provisions that allowed students who graduated from an Oklahoma high school and resided in the state with a parent or legal guardian to be eligible for resident tuition even if they couldn't provide documentation of their U.S. nationality or a legal immigration status. The bill also eliminates language that prevented such students from being disqualified from state scholarships or financial aid and removes an exception for students who had already received resident tuition benefits in prior school years. Additionally, it clarifies that individuals not lawfully present in the United States are generally ineligible for resident tuition and other postsecondary education benefits based on their residency in Oklahoma, while allowing the Oklahoma State Regents for Higher Education to create rules for implementing these changes.
