This bill establishes the Oklahoma Family Literacy Task Force Act, creating an advisory group to study and recommend a comprehensive family literacy strategy for Oklahoma. The task force, composed of up to twelve members representing various educational, governmental, and community organizations, will examine issues such as defining family literacy within Oklahoma's diverse contexts, understanding the links between low literacy and societal challenges like poverty and health, mapping existing literacy programs, identifying barriers to access for underserved families, reviewing successful models from other states, and proposing policy and budgetary actions. The State Department of Education will provide staff support, and while members will not be compensated, they can be reimbursed for travel. The task force is required to submit a detailed report by December 1, 2027, outlining its findings, recommendations, and proposed metrics for evaluating family literacy outcomes, after which the task force will be dissolved. The act will take effect on November 1, 2026.
