This bill mandates that vision insurance providers, including health maintenance organizations (HMOs) and vision benefit managers, must reimburse licensed optometric physicians for covered services at a rate no less than the 60th percentile of their usual and customary charges in the same geographic area, as determined by a recognized independent data collector. It also prohibits vision plans from increasing reimbursements for services while simultaneously decreasing reimbursements for ophthalmic materials like frames and lenses, unless these changes are applied uniformly to all providers, including those affiliated with the plan. Furthermore, the bill prevents vision plans from reducing reimbursements to providers who use independent laboratories or frame vendors, provided these vendors meet credentialing standards. Finally, vision plans will be required to disclose their average reimbursement rates to both affiliated and independent providers for services and materials.
