This bill requires state agencies, referred to as "budget units," to actively seek opportunities to use artificial intelligence (AI) systems to reduce administrative burdens, remove regulations that hinder AI innovation, and streamline the process of acquiring AI technology, all while establishing internal governance for its responsible use. When implementing AI, agencies must prioritize cost reduction and service improvement, avoid creating new regulations solely for private sector AI development, and utilize existing staff and resources. Crucially, agencies cannot create new rules specifically for AI systems or computational resources (any technology used for processing information) unless the legislature explicitly authorizes it to address a specific harm, the rule is the least restrictive option, its benefits clearly outweigh negative impacts on innovation and competition, and it doesn't create barriers to market entry. Furthermore, the Director must submit an annual report to legislative leaders and the Governor detailing which agencies implemented AI, how it was used, its impact on efficiency (like reduced processing times or cost savings), and any barriers encountered, with "artificial intelligence system" defined as a machine learning-based system that generates outputs like content, predictions, or decisions.
