This bill exempts certain local government entities, referred to as "awarding authorities" which include county commissions, municipal governing bodies, and their utility boards like water, sewer, and gas boards, from the standard competitive bidding requirements when repairing vehicles. Specifically, this exemption applies if the vehicle weighs 12,000 pounds or less, the repair cost does not exceed $15,000, and the awarding authority obtains and documents price estimates from at least two vendors before awarding the repair contract. This exemption is applied per individual repair incident and cannot be combined with other repair costs to circumvent the bidding process. Awarding authorities can exercise this option by referencing the new section on purchase orders or through an officially adopted policy, and employees can only use it with prior approval or under such a formal policy. This change will take effect on October 1, 2026.
