This bill updates Arizona's laws regarding water-efficient plumbing fixtures, primarily by changing the effective date for new requirements to January 1, 2028, and aligning these requirements with the U.S. Environmental Protection Agency's (EPA) Watersense program. The Watersense program, established under America's Water Infrastructure Act of 2018, identifies and labels plumbing fixtures that meet specific water efficiency criteria. The bill amends definitions to include "Watersense-labeled plumbing fixture" and "Watersense program," and it modifies the requirements for both residential and commercial construction, stating that new or replacement plumbing fixtures must be either Watersense-labeled, meet or exceed existing Watersense criteria, or be fixtures for which such criteria are not yet established. Additionally, the bill clarifies that evaporative coolers and decorative fountains must have water recycling or reuse systems, and it maintains the encouragement for installing water-free urinals in state buildings. An exception is also included for fixtures purchased before the new effective date, and the director of the Department of Administration is granted the authority to waive requirements for historic fixtures.
