This bill modifies existing law concerning the "Oklahoma Today Magazine" Division within the Oklahoma Tourism and Recreation Department, specifically regarding how employees can earn additional compensation. Previously, employees of the "Oklahoma Today Magazine" who secured advertising for the magazine could receive a commission on net sales, with the Executive Director determining the percentage up to 25%, and their total compensation not exceeding 95% of the Executive Director's salary. This bill expands this provision to allow employees of the entire Oklahoma Tourism and Recreation Department to earn commissions not only on advertising for "Oklahoma Today Magazine" but also on sponsorship, bulk subscriptions, newsstand sales, and ancillary product sales for any print or digital publication of the Department, or in connection with any tourism promotion efforts of the Department, with the Executive Director retaining discretion over the commission percentage and total compensation limits. The bill also clarifies that the sale of advertising and negotiation of rates are exempt from certain state purchasing and administrative procedures and sets an effective date of November 1, 2026.
