AI Summary
This bill establishes the Oklahoma Spay and Neuter Grant Program, overseen by the Oklahoma Department of Agriculture, Food and Forestry, to reduce animal shelter overpopulation and euthanasia rates by providing grants for spay and neuter services, with grant recommendations made by an advisory board composed of agricultural officials, a veterinarian, an animal control representative, and animal welfare advocates. The bill also modifies the purpose of the Animal Friendly Revolving Fund to support this new grant program, allowing it to receive state appropriations, federal funds, donations, and contributions, and amends the rules for special license plates by directing a portion of the "Animal Friendly" special license plate fees to this revolving fund, rather than allowing the purchaser to choose where the fee is deposited.
