AI Summary
This bill makes several changes to election laws in Nebraska, including provisions for village warrants, election worker notifications, candidate name changes, ballot procedures, and school district tax authority. Specifically, it outlines procedures for village clerks to issue warrants when a majority of the village board of trustees is vacant, clarifies how election workers are notified of their appointments, and adjusts deadlines for candidates to change their names on ballots. The bill also modifies rules regarding special elections by mail, including cancellation procedures, and updates requirements for provisional ballots and the verification of voter identification. Additionally, it revises rules for precinct boundaries, the publication of election notices and sample ballots, and the process for recounts, including the cost and timing of such procedures. The bill also addresses the delivery of election abstracts, penalties for election falsification, and allows political parties to permit unaffiliated voters to participate in primary elections under certain conditions. Finally, it changes how school districts can exceed their property tax authority by requiring recommendations or petitions to be filed with election officials by a specific deadline before a special election.
