This bill modifies the Commercial Pet Breeders and Animal Shelter Licensing Act by updating definitions, such as lowering the age for an "adult animal" and "kitten" or "puppy" to nine months, and clarifying that a "pet" is privately owned and not for sale or transfer. It also adjusts the definition of "possess" to exclude individuals temporarily in the state for competitive animal events. The bill changes application and inspection requirements by mandating a pre-license inspection before issuing a license and requiring the State Board of Agriculture to create rules for at least annual inspections, rather than the Department of Agriculture conducting them directly. Furthermore, it expands the grounds for denying or revoking a license to include convictions for animal cruelty, repeated violations of the Act, certain felonies, or having a federal license suspended or revoked due to improper animal care, and specifies that this applies to owners, operators, partners, or members with ownership. This act is set to become effective on November 1, 2026.
