This bill establishes new guidelines for supervised parenting time in Arizona, defining when a court must order a professional supervisor and when it may allow a nonprofessional supervisor. A professional supervisor is required in "high-risk cases," which are defined as those involving domestic violence, coercive control, stalking, threats, harassment, dangerous crimes against children, child or vulnerable adult abuse, aggravated assault, homicide, dangerous drug offenses, terrorism, or abuse of a child. Professional supervisors must have extensive training and certifications in areas like child development, adverse childhood experiences, domestic violence, child abuse recognition, trauma-informed care, crisis intervention, and national standards for supervised parenting time, along with background checks, fingerprint clearance, liability insurance, and continuing education. A nonprofessional supervisor, an unpaid individual approved by the court, may be used if the case is not high-risk and there are no current or recent orders of protection or injunctions against harassment between the parties. Nonprofessional supervisors must also be trained in trauma, domestic violence, de-escalation techniques, and professional documentation, and agree to abide by standards set by the supreme court. "Supervised parenting time" is defined as court-ordered time monitored by a neutral third party.
