This bill establishes a Rental Assistance Program administered by the Department of Economic Security (DES) and appropriates $5,000,000 for its operation. To qualify for this program, tenants must have at least one child under eighteen living in their home, have resided there for at least twelve months, be no more than two months behind on rent, not be receiving rental assistance from any other source, demonstrate they can afford rent going forward after assistance, and be experiencing an unexpected and temporary financial emergency. The DES will process applications within five business days, notifying both the tenant and landlord of the decision, including the amount and duration of assistance. Assistance can be received only once every twelve months, for up to two months or $5,000, whichever is less, and payments will be made directly to the landlord unless they refuse, in which case the tenant may receive the payment. The program can cover upcoming rent payments, and landlords accepting assistance cannot evict tenants for nonpayment during the covered period. The DES will also provide or contract for free financial literacy classes for tenants seeking assistance.
