This bill requires state agencies to review all their existing permanent rules, which are formal regulations that agencies create to implement laws. Within two years of the bill's effective date of November 1, 2026, each agency must repeal, consolidate, or amend at least 25% of its total permanent rules to reach a "baseline rule count" that is 75% of its current total. Agencies can exclude rules that were created based on explicit, specific statutory authority from this review process. To ensure compliance, agencies must submit an annual report to legislative leaders and administrative rules committees detailing their rule counts, rules recommended for repeal or consolidation, excluded rules with their statutory justification, reasons for keeping major rules, and the percentage of rules actually repealed or consolidated. If an agency fails to comply, the Legislature can prohibit it from creating new permanent rules. The bill clarifies that it does not require the repeal of rules with specific statutory authority, nor does it expand agency power or limit legislative authority.
