This bill establishes the "Technology First Study Committee" in Arizona, comprised of members appointed by the President of the Senate and the Speaker of the House of Representatives who possess expertise in assistive technology, representing various state departments, universities, and advocacy groups. The committee is tasked with studying and addressing issues related to assistive technology, including "technology first initiatives" which means prioritizing technological solutions in discussions about support options for individuals with developmental disabilities, analyzing emerging technologies, identifying potential changes, and determining how to better serve those with assistive technology needs. The committee will meet twice annually and, by October 1, 2027, must submit a report of its activities and recommendations to the Governor, legislative leaders, and the Secretary of State, after which this section will be repealed. While most members will not receive compensation, some appointed by the Speaker of the House are eligible for expense reimbursement. The overarching intent is to increase awareness of assistive learning technology, identify technological solutions, and facilitate access to assistive technology for all Arizonans with developmental disabilities, promoting inclusion and self-determination through person-centered approaches.
