This bill grants counties and municipalities, or their agencies, limited authority over retail pet shops by allowing them to adopt and enforce rules regarding their operations, as long as the pet shops comply with the Commercial Pet Breeders and Animal Shelter Licensing Act and other applicable regulations. These local entities can regulate and inspect retail pet stores but are generally prohibited from banning the sale of dogs and cats unless a shop or owner has accumulated three or more convictions within five years for violating the Commercial Pet Breeders and Animal Shelter Licensing Act. Additionally, the bill amends existing law to extend the notification timeline from sixty to ninety days, meaning the Oklahoma Department of Agriculture, Food, and Forestry must now send written notice of an impending license expiration to animal shelter operators and commercial pet breeders ninety days before their license runs out, rather than sixty days. This legislation is set to take effect on November 1, 2026.
