This bill modifies existing Oklahoma mining laws by updating definitions and permit application requirements. It clarifies the definition of an "operator" to include those who control a mining operation, even if they don't directly conduct the mining activities, and introduces the term "contract miner" to refer to entities that actually perform the mining work on behalf of an operator. Crucially, the bill mandates that permit applications for both limited use and surface/underground mining must now clearly state whether the operator will conduct the mining itself or use a contract miner, and if a contract miner is involved, their identity must be provided. Furthermore, any assignment of mining activities from an operator to a contract miner will be subject to the same public notice and hearing requirements as the initial permit application process. This bill is set to become effective on November 1, 2026.
