This bill requires all school districts in Washington State to develop and implement cardiac emergency response plans for each school and athletic facility starting in the 2026-27 school year, to better prepare for instances of cardiac arrest on school property. These plans must be developed in collaboration with local emergency services and include evidence-based core elements, such as designating a cardiac emergency response team composed of school staff, establishing procedures for activating this team, identifying locations for automated external defibrillators (AEDs) with the goal of placing one within three minutes of a cardiac arrest, ensuring regular AED maintenance and staff training in cardiopulmonary resuscitation (CPR), first aid, and AED use according to guidelines from organizations like the American Heart Association, and rehearsing the plan annually. The plans must also outline coordination with local emergency providers and procedures for off-campus school events, with annual reviews and updates required. AEDs must be clearly marked, stored in unlocked and accessible locations, and their type and location must be communicated to local emergency services.
