This bill expands the purposes for which money from Mississippi's Economic Development and Infrastructure Fund can be used, allowing the Mississippi Development Authority (MDA) to provide grants not only for infrastructure related to legal gaming and entertainment industries in gaming counties and for improving air service at airports in those counties, but also to enhance commercial air service at any airport in the state. This expanded air service support, which can include financial incentives like revenue or seat guarantees to airlines (referred to as "Part 121 carriers"), aims to boost economic development, workforce access, tourism, and business growth across metropolitan areas and surrounding regions. The MDA will consider the economic impact, regional connectivity, and return on investment when reviewing applications for these new air service grants, and a minimum of $2.5 million will still be allocated annually for air service grants in gaming counties, with remaining funds available for infrastructure and the newly expanded air service initiatives.
