This bill amends existing law regarding city incorporation by changing the requirements for petitions. Previously, a petition for incorporation needed to be signed by registered voters representing at least ten percent of the residents within the proposed city limits and filed with the county auditor within 180 days of a public meeting. The bill updates this to require signatures from at least 10 percent of the voters, and importantly, it introduces an alternative method for counties west of the Cascade mountains with a population between 900,000 and 2,000,000: their county legislative authority can file a petition without resident signatures if the area is within the urban growth boundary and has over 25,000 people. The deadline for filing the petition remains 180 days after the public meeting, with a provision for the next business day if the 180th day falls on a weekend or holiday.
