This bill modifies the definition of an "indigent inmate" within the state of Washington's correctional system, meaning an inmate who has less than a certain amount of disposable income in their account. Specifically, it increases the threshold for indigency from $25 to $100. Furthermore, the bill mandates that this $100 amount will be automatically adjusted every four years starting July 1, 2029, to keep pace with inflation, using the Consumer Price Index (CPI) as published by the U.S. Department of Labor; however, the amount will not be decreased if the CPI adjustment would result in a lower figure. The bill also requires the Department of Corrections to publish the current indigency rate on its public website and at each correctional facility annually, beginning July 1, 2027.
