This bill renames and reclassifies a fund for the Oklahoma Department of Veterans Affairs (ODVA) from a "revolving fund" to an "agency special account" called the "Oklahoma Department of Veterans Affairs Nonappropriated Veteran Care Enterprise Fund," which will now be used for the care and support of honorably discharged war veterans in ODVA Homes. Importantly, this bill prohibits state appropriations from being deposited into this fund, and it exempts the fund from certain state treasury deposit and disbursement requirements handled by the Office of Management and Enterprise Services (OMES), allowing for more direct management of these funds.
