This bill establishes a Nurse Home Visitor Grant Program administered by the Department of Child Safety to prevent child maltreatment and neglect, improve maternal and child health and development, and promote family economic mobility. The program will award grants at least annually to eligible organizations, which can include public and private entities, nonprofits, and tribal nations, to provide voluntary, evidence-based nurse home visitor services for three years to low-income pregnant women and their children up to the child's second birthday. These services will include assessments, care coordination, case management, preventative education, referrals, and educational or job development resources, with a preference given to organizations that provide services in Arizona, are delivered by registered nurses, meet specific federal criteria for evidence-based models that reduce child maltreatment and can prevent foster care placements, and can demonstrate timely service delivery. The program is funded with a $6,000,000 appropriation for fiscal year 2026-2027 and is set to be repealed on December 31, 2030, with the department required to publish annual reports on the program's outcomes.
