This bill establishes a process for the Arizona Medical Board to review medical care cases involving health professionals that result in a patient's life-threatening complication or death. The board can initiate these reviews based on public requests, and after a summary is presented by the executive director, the board will vote on whether to proceed. If a majority votes to review, the relevant health profession regulatory board, which is responsible for licensing and overseeing health professionals, will be notified and must share all case materials. The Arizona Medical Board can accept public submissions to aid its review. If the review finds unprofessional conduct or incompetent care leading to severe patient harm, the Arizona Medical Board will inform the responsible regulatory board and can offer recommendations. Furthermore, if the Arizona Medical Board believes a health profession regulatory board has mishandled an investigation or failed to properly regulate a health professional, potentially endangering future patients, it will report these findings to that regulatory board and submit a summary of conclusions, without patient identifying information, to legislative and executive leadership. This bill clarifies that the Arizona Medical Board cannot discipline health professionals not licensed by it, and these reviews are separate from licensure investigations. "Health professional" and "health profession regulatory board" are defined by referring to existing state law.
