This bill amends Rhode Island's Residential Landlord and Tenant Act to prohibit the use of "revenue management devices," which are defined as software or systems that use "nonpublic competitor data" to advise landlords on rental prices or whether to leave a unit vacant. Nonpublic competitor data includes information not available to the public, such as actual rent amounts, occupancy levels, or lease dates from other rental properties, even if it's anonymized or shared by competitors. The bill clarifies that this prohibition does not apply to aggregated historical rental data reports or systems used solely for affordable housing programs. Violations will be considered unfair or deceptive trade practices, and the Attorney General is empowered to enforce the law and seek remedies like penalties and injunctions, while also preserving any private rights of action. This act will become effective immediately upon its passage.
