This bill establishes a voluntary "Blue Envelope Program" in Arizona to improve communication between law enforcement officials and individuals diagnosed with autism spectrum disorder during traffic stops or other interactions. The program, overseen by the Department of Public Safety, will provide a standardized blue envelope, available in English and Spanish, to drivers who request it and have a diagnosis of autism spectrum disorder. The design and contents of this envelope will be determined through collaboration between the department, the University of Arizona, and community stakeholders, and will include information such as vehicle registration, insurance details, and guidance for law enforcement on how to communicate effectively with individuals on the autism spectrum. Importantly, the identities of participants in this program will be kept confidential by the department and participating law enforcement agencies.
