This bill clarifies the authority of the Education Professional Standards Board (EPSB), which is the state agency responsible for certifying educators, by specifying that its authority applies only to educators hired by public schools. It also defines a "learning pod" as a private arrangement where parents group up to twelve children in kindergarten through grade twelve for educational support, particularly for remote instruction, and explicitly excludes these learning pods from being considered "child-care centers" or "family child-care homes" under existing child care regulations, and also exempts them from certain requirements that apply to youth camps.
