This bill requires that individuals applying to register to vote, obtain a driver's license or non-operating identification license, or receive public assistance programs in Arizona must have their United States citizenship or lawful presence verified using the U.S. Department of Homeland Security's Systematic Alien Verification for Entitlements (SAVE) program, or its successor. It mandates that state agencies involved, including county recorders, the Department of Transportation (for driver's licenses), and the administration of public assistance programs, must submit proof of a formal agreement, known as a memorandum of understanding (MOU), with the Department of Homeland Security to use the SAVE program. If satisfactory proof of this MOU is not provided, the bill directs the Joint Legislative Budget Committee to recommend funding reductions for the relevant agency. Furthermore, these agencies will be required to submit regular reports to the Auditor General detailing their use of the SAVE program, including the number of queries, approvals, denials, and discrepancies found. This aims to ensure that only individuals legally present in the United States are able to access these services and participate in the electoral process.
