The bill also allows the Corporation Commission to establish specific terms for electric service to these large customers, such as minimum billing, contract length, and requirements for customer-provided security or payments for infrastructure upgrades, ensuring that other customers do not subsidize these large users. Additionally, both types of entities must provide cost-of-service studies upon request to show how serving these high-usage customers is accounted for, with exemptions for smaller entities and member-owned electric cooperatives. These provisions are set to expire on December 31, 2033, and are intended to prevent cost shifts to residential customers.
