This bill requires large public power entities and electric public service corporations to report semiannually on new "extra high load factor customers," which are customers with exceptionally high electricity usage as defined by the respective entities or the Corporation Commission. These reports will track the number of requests for and completed interconnections for such customers. The reporting requirement can be suspended if there are no new extra high load factor customers for two consecutive reporting periods, but can be reinstated. For electric public service corporations, the bill also allows the Corporation Commission to establish terms for electricity service to these customers, including minimum billing, contract length, termination provisions, and requirements for customer-provided security or payments for infrastructure upgrades, ensuring that existing customers do not subsidize these large users. This bill does not apply to member-owned electric cooperatives or smaller electric public service corporations serving 40,000 connections or less. Additionally, within 180 days of the bill's enactment, these entities may be required to submit cost-of-service studies to demonstrate how the costs of serving extra high load factor customers are allocated. The legislature finds these provisions necessary for the convenience and safety of utility patrons and to prevent cost shifts from large users to residential customers.
