This bill establishes a new special license plate program in Arizona called "community college access and success" plates. To implement this program, a person must pay $32,000 to the Department of Transportation by December 31, 2026, and this individual will also design the plates, subject to departmental approval. Of the $25 fee for these special plates, $8 will go towards administration and $17 will be an annual donation. The administration fees will be deposited into the State Highway Fund, while the donation money will go into a new "community college access and success special plate fund." This fund will first reimburse the initial $32,000 payment and then use the remaining money, after administrative costs, to award scholarships and provide assistance to college-bound students, with allocations made to qualifying non-profit organizations that have been in existence since 2025 and meet specific criteria. The bill also makes conforming changes to existing statutes regarding license plate design and the allocation of highway user revenues to reflect the addition of this new special plate category.
